The other day I had a conversation with my English teacher about the title. I asked her the same thing, and she said:
It would certainly help, as being a good reader helps you analyse character development, sentence/text structure and stuff like that (she didn't say that part, I was lazy) to transfer in the skills of writing.
But of course, it is possible that someone who doesn't read that much can be a decent writer. But do you HAVE to be a good reader?
Opinions?

Being a good reader can definitely help you become a better writer. (Improved vocabulary, better plot, etc) However, it's not necessary. It's possible that you may not like to read, but you like to write.
But... overall it's going to improve your writing skills if you read a lot.

Being a good reader slightly helps in honing your skills as a writer. However, if you're not generally expressive, reading a lot won't help you connect to the reader.
